Have you run a virus check on it? Also, read this post from me: http://forums.aspfree.com/t66023/s.html.

ok you need to navigate to the windows>system32> folder and see if you can finf the file taskmgr.exe If it exists click it to run it. if it opens and runs without any problems then we can try and fix the problem by running the following script
Code:
Windows Registry Editor Version 5.00

[HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre  ntVersion\Policies\System]
"DisableTaskMgr"=dword:00000000

[HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre  ntVersion\Group Policy Objects\LocalUser\Software\Microsoft\Windows\Curre  ntVersion\Policies\System]
"DisableTaskMgr"=dword:00000000
"**del.DisableTaskMgr"=" "

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr  entVersion\policies\system\]
"DisableTaskMgr"=dword:00000000

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon]
"DisableCAD"=dword:00000000

To run that script copy paste the code into a text file in notepad but save the file with the extension <any name you want here>.reg (make sure the "save file as" field is set to all files.
you could call it something like restoretaskmrg.reg and just double click it to run it.

If the taskmgr.exe file does not exist in your system32 folder or refueses to run, we have a deeper issue at hand.

At any rate i would reccomend you get hold of Hijackthis, a freely available tool from this website
http://www.majorgeeks.com/download3155.html

unzip hijackthis to a permanent folder and run the scan, and save a log file. Copy paste the log file back into your next post or two and i'll go over it and tell you if you actually have an infection of malware/virii on your system. Do not attempt to fix any entires in hijackthis yourself unless you are proficient in detecting malware.
