"no permission to run this program"

Dear friends
My pc's on board ethernet was damaged than I disabled on board ethernet and I plug new pci ethernet card .Everything is ok.
But now when I run some exe files it shows "no permission to run this program"
for the same folder I have 8 exe files 2 files are working but 6 files doesn't work and show this message.What is problem ?
