Outlook 2003 Loses Toolbar Configuration

I apologise in advance if this is not the best place to ask this.

My problem is that I am using Outlook 2003 and have a number of toolbars visible: Standard, Web, Adobe PDF, Norton Antivirus, Microsoft SMS plugin etc but when I close Outlook down and restart it has forgotten which ones were visible, which ones not and where they all were, and I have to reposition them all again.

What can I do to make them remain where I have put them?
