Questions on Windows Vietnam version

I am currently migrating my system from Windows NT English version to Windows NT vietnam version. I just want to know are there current bugs and errors concerning NT vietnam version if I used sql server 7.0 will there be a slow down in processing double byte characters(Vietnam characters)? are there sites that can give me information on different Windows NT language version?
