Win95 Os

I am trying to fix my friends computer he deleted alot of his os files as he isnt pc knowledgeable and I am repairing it. and he wants win98plus instead of win95 he did whatever he did and alot most of his desktop is all messed up and alot of programs wont work wont open so best to delete os and reinstall it or another as he also never backed up files or made any boot disk and he was never told to and does not know how to. his computer had alot of cookies files which i already deleted and installed and ran norton utilities program and that did not fix the problems said there were 54 problems in windows and 24 in desktop --I SAID YIKESSSSSSSSSSS DELETE OS REINSTALL BEST SAFEST...

... I admit that best way was to say that reinstall your operating system.

Uh...so what's the point of your message? I can't find any questions.

Besides, why is he still running Windows 95? Virtually nothing runs on it anymore.
