Question Help! Blocking entire countries on Win 2003 server

This is driving me absolutely batty!

I am trying to block a range of ip's (it's a long list in the format xxx.xxx.xxx.xxx-xxx.xxx.xxx.xxx) that are from certain countries such as ukraine, romania, etc, as they are causing all sorts of hassles.

I am using a Windows 2003 Web Edition server with IIS6 and plesk, running windows firewall and some IPSEC policies.

I just can't seem to find where I can import or utilise a text file or similar to provide the server with a bulk list of ip's to blacklist from even SEEING the server in the first place.

Does anyone know of an 'easy' way to do this?

I have searched literally hundreds of forums for this, but I can only find linux references, not Windows.

Any help would be greatly (and depending on the solution, financially) appreciated!
