no, finding the source of the hack, and resolve that security issue will stop the hack through that method only

it will prevent hacking through FTP.
but it won't prevent hacking in other ways, for example SQL Injection attacks.

Difficult question really. If a hacker is using your ftp account to hack then it will otherwise it won't. I don't know too much about how hacker work really.
