Language problem with my database

Hi all ...
I have my full website loaded to an web hosting service ... it almost works fine ... I have a languge problem ... some informations stored in my database in Arabic language when I retrive these data theyare displayed like this: ????? ??? ????
Another problem is I cannot add new data or update data or delete data ... can anyone help me ...
