Talk to the datacenter or the guys you got your server from. Sometimes it is free and sometimes they charge for it. It could be as low as one time setup fee of $25. Have you opted for a control panel to manage your hosting?

When you purchased the vps you didn't read if they setup the server for you???? Most vps are unmanaged. Means you will get charged for every little setup. Emm I know that Server Intellect has managed vps windows server. I think the cp is helm and they have it setup with the dns already. I would have to ask my boy he got one from them a a few months back. Other than that start reading and googling if your going to manage yourself=)

Strange, I have recently signed up for Dotnetpark web hosting VDS offering and it has control panel, initial domain, mail server, sql etc. are already configured by their admin free of cost.
